In all files that are copyrighted by the hzb, a copyright note was added that
the file is licensed under GPLv3.

Migrating to postgres, erasing obsolete groups feature, changing from schema only based to table based variables in the sequels.

This makes the output more reproducible which helps when viewing differences
between generated files.

In python 3 there is a module enum.py. This conflicts with the name of enum.py
in bii_scripts, therefor the bii_scripts module was renamed.

* The program now uses bash instead of zsh
* The path where VisualDCT *.jar files are found can now be specified by the
  FLATDB_VDCT_DIR environment variable. Before this, path
  "/opt/Epics/VisualDCT" was hardcoded, althought this is still the default if
  FLATDB_VDCT_DIR is not set.
