setEpicsAlh: Add state info to bi/bo-Record alarms with the ENG-string for the state that defines the severity != NO_ALARM. Check if the severity is set. This works for .alrm also.

Replacing the epicsAlh class with an epicsAlarm module.
This uses a treelib based approach to represent the alarms
and enables export to phoebus and alarm handler. 
Also bug fixes to the mbbiXPlugin + changed its interface with setEpicsAlh

Analogous changes as in csv2epicsDb to use the epicsAlarm module 
with treelib and phoebus export.
Also updated from optparse to argparse and did some 
general cleanup in the process
